Chapter One: Introduction

1.1 Background of the Study

Gender inclusion policies have gained significant attention in the political landscape of Nigeria, especially at the grassroots level. Birnin Kebbi LGA in Kebbi State has witnessed the gradual inclusion of women in political processes, facilitated by both governmental and non-governmental efforts to promote gender equality and empower women in decision-making roles (Aliyu & Musa, 2023; Bello et al., 2024). These policies, aimed at increasing women's political participation, seek to address the historical underrepresentation of women in governance and decision-making roles at the local level. Gender inclusion in politics is crucial not only for fostering equality but also for promoting more comprehensive and diverse governance. Despite the progressive strides made in promoting gender inclusion policies, the actual impact of these policies on political development in Birnin Kebbi LGA remains insufficiently explored. This study seeks to examine the role of women in political development, with a focus on the implementation and effects of gender inclusion policies in Birnin Kebbi LGA.

1.2 Statement of the Problem

While gender inclusion policies have been adopted in many parts of Nigeria, their implementation and impact have faced challenges in places like Birnin Kebbi LGA. These challenges include deeply entrenched cultural and socio-political barriers, gender stereotypes, and limited access to political resources for women (Ibrahim & Lawal, 2023; Yakubu & Shitu, 2024). In Birnin Kebbi LGA, although gender inclusion policies have been introduced, the participation of women in political decision-making and leadership roles remains limited. There is a gap in the literature regarding the effectiveness of these policies in promoting women's involvement in political development at the grassroots level. This study seeks to evaluate the role of women in political development, focusing on how gender inclusion policies influence political participation and governance in Birnin Kebbi LGA.

1.3 Objectives of the Study

  1. To assess the impact of gender inclusion policies on women's political participation in Birnin Kebbi LGA.
  2. To evaluate the role of women in political development in Birnin Kebbi LGA in the context of gender inclusion.
  3. To identify the challenges faced by women in participating in politics in Birnin Kebbi LGA and suggest strategies to improve their involvement.

1.4 Research Questions

  1. How do gender inclusion policies impact women's political participation in Birnin Kebbi LGA?
  2. What role do women play in political development in Birnin Kebbi LGA?
  3. What challenges do women face in political participation in Birnin Kebbi LGA, and how can these challenges be addressed?

1.5 Research Hypotheses

  1. Gender inclusion policies significantly impact the political participation of women in Birnin Kebbi LGA.
  2. Women in Birnin Kebbi LGA play a significant role in the political development of the area.
  3. Overcoming challenges faced by women will enhance their political participation and foster political development in Birnin Kebbi LGA.

1.6 Significance of the Study

This study is significant as it will contribute to the understanding of how gender inclusion policies influence women's participation in politics at the grassroots level. The research will offer insights into the challenges faced by women in accessing political roles and suggest solutions to improve gender equality in governance. Additionally, the findings will provide valuable recommendations for policymakers, women's rights organizations, and political leaders on how to improve gender inclusion policies and empower women in political processes.

1.7 Scope and Limitations of the Study

The study is focused on Birnin Kebbi LGA in Kebbi State and examines the role of women in political development, with a particular emphasis on gender inclusion policies. The study does not cover other LGAs or wider state-level gender inclusion strategies.

1.8 Operational Definition of Terms

  1. Gender Inclusion Policies: Policies designed to ensure equal opportunities for women and men in political participation, leadership, and decision-making.
  2. Political Development: The process of advancing political institutions, governance structures, and the active participation of citizens in decision-making.
  3. Women's Political Participation: The involvement of women in political activities, including voting, holding political office, and influencing policy decisions.
